The 1945 international framework is paralyzed by UN veto bottlenecks, national rivalries, and a high % collapse in global development aid. This leaves humanity dangerously uncoordinated against borderless, catastrophic risks like unaligned frontier AI, financial volatility, and climate disruption.
The Solution: A Modular Upgrade
We propose building a Multilateral Resilience system via sector-specific upgrades using two strict rules:
Strict Subsidiarity: The global tier is legally barred from domestic affairs. Nations retain 100% control over culture, religion, education, local laws, and taxes, delegating authority upward only for borderless issues.
Triple-Key Voting: Voting power is mathematically balanced by GDP, Population (empowering the Global South), and Stability Fund contributions to prevent single-superpower hegemony.
