The Solution: A "Modular" Upgrade
We propose a realistic, step-by-step upgrade to the system based on two simple design rules:
Rule A: Strict Local Control (Subsidiarity) The global layer is legally banned from touching domestic affairs.
What stays local: Nations keep 100% control over their culture, religion, schools, local laws, and domestic taxes.
What goes global: Only issues that have no borders—like general AI safety limits, global carbon accounting, and emergency financial liquidity.
Rule B: The Triple-Key Voting System
To prevent any single superpower from dominating, voting power is calculated through a balanced formula. A nation's vote weight is tied to three equal factors:
Share of Global GDP (Economic weight)
Share of Global Population (Giving a fair, massive voice to the Global South)
