What stays local: Nations keep 100% control over their culture, religion, schools, local laws, and domestic taxes.
What goes global: Only issues that have no borders,like enviornmental global carbon accounting/credits and emergency financial liquidity.
Rule B: The Double-Key Voting System
To prevent any single superpower from dominating, voting power is calculated through a balanced formula. A nation's vote weight is tied to three equal factors:
